Carol Ann Diekema,
Monroe City Coordinator, Inducted Into
League of Iowa Cities Hall of Fame
November 2006
For
those of us who know her, that is an easy question to answer because there is no one like her. Carol Ann Diekema has been a
strong and loyal advocate for cities for more than two decades
and our guess is that she will continue to be for many years to
come.
Ted Tedesco, Mayor of Ames, was
also inducted. They were honored on September 28, 2006 at the
League's annual conference in Coralville.

Oelwein Wastewater Treatment Plant Begins Continuous Operations
November 2006
On August 28th, the new Oelwein Wastewater Treatment Plant started continuous operations. The new treatment plant is designed to treat
up to 4.6 millions gallons of wastewater per day continuously and up to 10 million gallons per day for a short time.

To our municipal friends in Iowa
November 2006
Many of you in the municipal sector heard from FOX during the last year or so as the IDNR and then the state legislature considered
the implementation of new water quality standards. At FOX, we were concerned that these new standards would result in the application of more stringent discharge
limits while yielding very little water quality improvement for Iowa. While we lobbied hard, we lost that argument and now are faced with dealing with the outcome
of the changes.

A new Niche for "Borrowed" Tech

Anne Packard Elected Vice-Chairperson of Iowa Geographic Information Council

Anne Packard, GIS Coordinator for FOX Engineering, has been elected Vice-Chairperson of the Iowa Geographic Information Council (IGIC).
IGIC is a group of Geographic Information System (GIS) professionals from the State of Iowa with an interest in promoting GIS use and collaboration in Iowa.
The 25-member board has representatives from federal, state, county and city government; regional organizations; universities and colleges; community colleges and
K-12 schools; and private businesses.

Hobson Receives Leadership Iowa Honor
September 2006
FOX Vice President Keith Hobson was one of 40 to graduate from the 2005-2006 Leadership Iowa class this summer in Sioux City.
Leadership Iowa is a program facilitated by the Iowa Association of Business and Industry (ABI) designed to deal with significant issues facing Iowa.

St. Ansgar
Wastewater Lagoon
July 2006
In 2002, the City of St. Ansgar
converted their controlled discharge wastewater lagoon to an
aerated lagoon in order to solve problems with high wet weather
flows and growing community needs. The City retained an engineer
to prepare a Facility Plan for the project as well as plans and
specifications for the conversion.

During the month of May, the
Nation celebrated American Wetlands Month, focusing on the
economic benefits that wetlands provide. The U.S. Environmental
Protection Agency (EPA) joined with other federal, state and
local agencies and private partners to recognize the wonderful
ways that wetlands enrich the environment and society.

Jump Start Your GIS

You've probably heard about GIS
(Geographical Information Systems) at conferences, from
colleagues, or in trade magazines. GIS can be a powerful mapping
and data management tool that can greatly reduce the amount of
time and money it takes to evaluate information and answer
questions. It is basically a smart map that shows geographical
features and links information to those features.

Creston Water
Works Membrane Pilot Study Nearing Completion
May 2006
The Creston Water Works (CWW) owns
and operates a water system that serves all of the city of
Creston as well as a significant portion of the Southern Iowa
Rural Water Association (SIRWA). The surface water treatment
plant was built in 1984 and expanded in 1990. Changes in
drinking water regulations and increased demand from SIRWA
created a need for CWW to consider how to expand and upgrade its
facilities. FOX Engineering was retained by the CWW and SIRWA
governing boards to assist them in their pursuit of improved
service to their customers.

FOX and the EPA Celebrate National Drinking Water Week
May 2006
EPA is celebrating National
Drinking Water Week May 7-13 in recognition of the 30th
Anniversary of the Safe Drinking Water Act. FOX will help
celebrate this week by volunteering at the Iowa Children's Water
Festival. The festival is a FREE, one-day event, heightening the
awareness of the importance of our most valuable resource water. Approximately 2000 fifth graders from across Iowa
participate each year. Various aspects of water-related topics
are taught through presentations, experiments, exhibits, games
and entertainment.

Morris Walters Retires
After 36 years With the Boone County Landfill
April 2006
Morris Walters served as foreman
of the Boone County Landfill from its construction in 1970
through his retirement in April of 2006. He originally worked
for his uncle, Tom Walters, the private operator of the landfill
from 1970 until 1990. In 1990, Boone County assumed operational
control of the facility and the operators became county
employees.

Natural Resources Revises Water Quality Standards

Revisions to Iowa's Water Quality
Standards became effective March 22, 2006. With the new rule
revisions the IDNR is taking the "TopDown" approach to stream
classifications.

Steve Troyer, P.E., Named Biosolids Committe Chair for IWPCA
March 2006
Steve Troyer, an environmental
engineer with FOX Engineering, was recently named Biosolids
Committee Chair for IWPCA. He will assume his duties in July of
2006. Steve has been an active committee member since July of
2002.

Grimes Utilizes GIS in Lot Size Analysis

The City of Grimes has experienced much growth in the recent years, as have other metro communities. A city council member recently
wondered what the impact would be on Grimes' economic development efforts if the lots in the new subdivisions in Grimes were smaller than those in new subdivisions
in surrounding communities.

FOX Engineering to
provide Integrated Solid Waste Management Training to The
Bahamas.
March 2006
As a subconsultant to SABL Bahamas LTD, FOX is also teaming with Iowa State University and Shaw Environmental of St. Charles,
Illinois, to provide classroom and field instruction to Government employees involved with collection and disposal of solid wastes in the Family Islands. FOX will
provide instruction on Supervision of Landfills, Landfill Operation and Maintenance, Environmental Monitoring, and Landfill Engineering Concepts and Contracts to
approximately 125 trainees.

Leaders/Builders Honor Best Projects of 2005

highway officials, contractors, and consultants gathered to
exchange information and recognize last year's
exceptional construction projects. The Iowa Concrete Paving
Association (ICPA) hosted its 42nd Annual Concrete Paving
Workshop, which each year attracts Iowa's top transportation
leaders and builders.

Oelwein Wastewater
Treatment Plant Construction on Target
January 2006
Construction of Improvements to
the Oelwein Wastewater Treatment Plant is approximately 50%
complete. This $8.5 million project will provide the City of
Oelwein a new, advanced wastewater treatment plant to replace
their aging, overloaded treatment plant.
